3.1 The bid applicant shall be qualified with Class B and above of special environmental engineering design (water pollution prevention and control project) issued by the construction administrative department, and have similar performance in the past five years (2012-2016), and the personnel and equipment , capital and other aspects have the corresponding ability. 3.2 The bidder intends to send the person in charge of the project to be qualified as an engineer of intermediate level or above in environmental engineering. 3.3 The Commonwealth does not accept bids from the Commonwealth. 3.4 Bid The project management personnel to be sent by the applicant shall have no construction in progress, otherwise they shall be disposed of as waste. 3.5 Refusal to include bids by companies or individuals during the period when the government cancels the bidding qualification record. 3.6 The bidder holds the “Application Form for Query of Bribery Criminal Files” and goes to the procuratorial agency to handle the “Notice of Inquiries on the Results of Files on Bribery Files of the Procuratorial Organs” where the bidders and their legal representatives did not record bribery crimes within three years before the bidding activities. 3.7 Where no enterprise or management personnel can be found in the "Jilin Construction Market Supervision and Credit Information Management Platform", no bid registration is allowed. 3.8 The representative of the bidder is served by the legal representative or his authorized principal (the principal refers to the person in charge of the project, holding the ID card, original power of attorney, copy of the title certificate on the day of the bid opening), and the other person acting as the authorizer is invalid.
