Large and medium-sized hydropower projects should implement long-term compensation

Large and medium-sized hydropower projects should implement long-term compensation In the process of hydropower development and construction, ensuring the long-term livelihood and long-term stability of reservoir resettlement is the basic requirement for hydropower developers and builders, and the foundation for the harmonious development of society. Only by adhering to the people-centered principle, paying close attention to the suffering of immigrants, and effectively safeguarding the legitimate rights and interests of the immigrants, can we achieve the scientific and rational use of energy resources and the healthy and sustainable economic and social development.

Around this topic, during the two sessions, the reporter interviewed the second largest hydropower station in China that has been built and put into production, the largest hydropower project manager of China Datang Corporation, the representative of the National People's Congress, and Dai Bo, general manager of Guangxi Branch of China Datang Corporation. .

Reporter: It is understood that you mentioned the issue of increasing hydropower development at the two conferences. Hydropower development has always been questioned by some people. What experience do you have as a manager of domestic large-scale hydropower projects?

Dai Bo: The issues of environmental protection and immigration are major problems in hydropower construction. These are all very well resolved in our Long Beach. Now the issue of immigration is a one-off compensation in accordance with the provisions of national documents. The one-time compensation method has great deficiencies and there is great room for improvement. The long-term compensation policy was implemented at Longtan, and it was tried in Guizhou and some provinces. When I went to Guizhou, people from the Guizhou Immigration Bureau personally told us that the wine order for immigrants to drink and guess is: “Long Beach is good, Long Beach is good!” Why? Because we have solved their long-term livelihood problems.

Reporter: At present, what is the situation of long-term compensation for large and medium-sized water conservancy and hydropower projects across the country?

Dai Bo: After investigation, Guizhou Province has already implemented the long-term compensation model for Longtan, Sanbanxi, Hangzhi, Baishi, Shizizi, Dongxi, and Qiongzhong water conservancy and hydropower projects; Changzhou Water Control Project in Guangxi Zhuang Autonomous Region And the Longtan Hydropower Project (on-going pilot work) has been implemented; the “Notice on Printing and Distributing the Compensation Advice for Resettlement for Hydropower Development in the Middle Reaches of the Jinsha River in Yunnan Province (Yunnan Zhengfa [2007] No. 159”” is the first of its kind in the General Office of the Yunnan Provincial People’s Government. A provincial-level people's government promulgated a normative document based on a long-term compensation mechanism. Now the construction of the Guanyinyan and Ahai hydropower projects in the middle reaches of the Jinsha River has been fully implemented. The Sancha River, Sujiahekou and Songshan estuaries on the Pinang River Hydropower stations such as Yongxing River also use long-term compensation methods. This model adopts the annual "long-term compensation" method for annual output value of farmland submerged by reservoirs, which can effectively solve the long-term livelihood of the reservoir immigrants, and has received strong support and support from reservoir immigrants.

Reporter: What are the outstanding problems in implementing long-term compensation for large and medium-sized water conservancy and hydropower projects?

Dai Bo: First, there is no national policy basis. At present, the implementation of long-term compensation for all provincial (district) power stations is basically based on the approval opinions of the people's government of the province (district).

The State does not provide long-term compensation policies for submerged cultivated land in the Regulations on Land Acquisition Compensation and Resettlement for Large and Medium Water Conservancy and Hydropower Project Construction (Decree No. 471 of the State Council). Therefore, there is no national-level policy basis for long-term compensation for reservoir migration.

The second is to affect the cost of power plant construction. Due to the implementation of long-term compensation for cultivated land, the investment in the power station construction period will be reduced, but the total cost of long-term compensation will increase. Whether the long-term compensation cost can be included in the cost of power generation will directly affect the source of long-term funding after verification of the electricity price and production. Currently, the country There is no policy requirement and it needs to be clarified.

Reporter: Next, how do you think it is necessary to promote long-term compensation for large and medium-sized water conservancy and hydropower projects?

Dai Bo: First, relevant state departments should study and formulate long-term compensation policies for reservoir migration. At present, the implementation of long-term compensation for land acquisition for hydropower project construction in China is still at the exploratory stage. Overall, the implementation effect is good and most immigrants are willing to accept participation. However, because the country has not incorporated long-term compensation into the reservoir immigration policy, there are inconsistencies in the implementation of standards between provinces (districts) and so on, and it is very easy to cause immigration among different projects.

Second, the long-term compensation cost of the reservoir is included in the power generation cost of the power station to ensure long-term source of compensation funds. There is a big difference between the long-term compensation model and one-time compensation. In the long-term, the total amount of long-term compensation investment is very large. Therefore, it is recommended that long-term compensation funds be included in the cost of power plant operation and included in the power price to ensure that long-term compensation funds are stable. source. Ensure the smooth operation of this new resettlement mode.

Reporter: In promoting this work must consider the will of immigrants!

Dai Bo: Yes, we insist on the principle of voluntary resettlement. Prior to the introduction of relevant national policies, long-term compensation for submerged farmland is complementary to the original resettlement policies. In the work, we must adhere to the combination of land settlement and long-term compensation, government guidance and the voluntary resettlement, and the basic principles of the coexistence of various resettlement methods, and do not engage in any one thing.
