The digital economy is an important force that integrates its own body to support economic development. In 36 collective studies, General Secretary Xi emphasized that it is necessary to promote the deep integration of the Internet and the real economy, accelerate the digitization and intelligence of traditional industries, enlarge and strengthen the digital economy, and expand the new space for economic development. The digital economy development and cooperation initiative adopted at the G20 summit this year regards the digital economy as an increasingly important driving force for global economic growth, with significant and far-reaching impact. Experts generally believe that in addition to the processing and application of pure digital content, the digital economy also includes the role of digital production, that is, the growth brought about by digitalization in production, circulation and other links. The digital economy is more about transforming and upgrading the real economy, bringing new kinetic energy and models to the development of the real economy. At present, the main front for governments to strive for the commanding heights of the digital economy is digital communication technology. However, the grasp of future development has already begun to take shape. The use of cloud technology to achieve digital control of various sectors of society, especially the manufacturing industry, and promote the deep development of the digital economy, coincides with the Chinese manufacturing 2025 that we are vigorously implementing. There is reason to believe that the added value of China's digital economy will rise to a new height in the future, supporting the Chinese economy to evolve toward a more advanced form, a more optimized division of labor, and a more rational structure. Guizhou regards the digital economy as the direction of big data strategic action, and “stupid birds fly first†as a national exploration experience. Guizhou started its big data journey in 2014. Last year, the Sixth Plenary Session of the 11th Provincial Committee clearly proposed the implementation of two major strategic actions: big data and big poverty alleviation. Take big data as the strategic engine for the overall development of the 13th Five-Year Plan. Last year, the Ministry of Industry and Information Technology approved the construction of the Guiyang and Gui'an big data industry development cluster. In July, the Ministry of Science and Technology agreed to pilot the construction of the Guiyang Big Data Industry Technology Innovation Experimental Zone. In February of this year, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Central Network Office approved the construction of the first national-level big data comprehensive experimental zone in Guizhou. At present, we are exploring the three types of digital economy from many aspects:
The first construction of the South China Data Center. We intend to make the digital resource-based economy a business card for the digital economy of Guizhou, and to bring together data resources such as Alibaba, Apple, Huawei, China Telecom, China Mobile, China Unicom, and other national, international, and industry-level data resources. To form a data highland in southern China and strive to enter the national strategic integration of the national big data center.
The second is to build a new generation of high-end digital products. Guizhou focuses on three areas of manufacturing, finance and poverty alleviation. One is to develop mobile terminals, in-vehicle intelligent terminals, VR, AR, intelligent manufacturing software, services and other products, to establish a production base for intelligent R&D in western China; Service products, promote the digital upgrade of innovative financial products such as green securities, green insurance, and green funds; 3 is to carry out digital precision poverty alleviation, implement Internet + rural e-commerce, and improve the level of rural information services and e-commerce.

The fourth is to lay a solid foundation for the development of the digital economy. The first is the hardware foundation.
