Ho Chi Minh City is the largest city in Vietnam. Officials in the city stated that in the first half of 2018, individuals and companies had imported as many as 3,664 application-specific integrated circuit (ASIC) devices. According to the Vietnamese authorities, four companies engaged in mining operations imported 3,000 machines, while the remaining equipment was imported by individuals and organizations that were not included in the import tax law. According to reports, most of the equipment is Antminer, a cryptocurrency mining equipment developed by industry giant Bitmain.

Earlier, Babbitt reported that Vietnam’s Ministry of Finance (MoF) first proposed a comprehensive ban in June. Prior to this, relevant Vietnamese authorities have strengthened their review of the domestic cryptocurrency industry. There was a nationwide ICO fraud in Vietnam. According to reports, this fraud has defrauded approximately US$660 million from 32,000 Vietnamese investors. This incident led the Prime Minister of Vietnam to order six government departments, the police and the central bank to investigate the scam.

Therefore, the Ministry of Finance of Vietnam stated that “requiring the national regulatory agencies to adopt strict control measures when importing and using this (cryptocurrency mining) commodity”, which eventually led to the proposal of a ban. In July of this year, the Central Bank of Vietnam-the State Bank of Vietnam (SBV) agreed to the Ministry of Finance's proposal and supported the ban.

According to data from Vietnam Customs, approximately 9,300 ASIC devices were imported into Vietnam in 2017, mainly in Ho Chi Minh City and Hanoi, the capital of Vietnam.

According to the current situation, cryptocurrency is regarded as an illegal means of payment in Vietnam because the Central Bank of Vietnam refuses to include it as a non-cash payment method that includes checks, payment orders, and bank cards. The law came into effect in early 2018 and prohibits the issuance and use of Bitcoin and other cryptocurrencies as legal tender. At the same time, criminal prosecutions can be instituted against cryptocurrency users and fines of up to $9,000 can be imposed.
